The Higher Education Commission of Pakistan has warned students that HEC foreign degree recognition rules will tighten after Spring 2026 for some online and blended international programs.
The commission said foreign degrees registered as conventional on-campus programs will not automatically be recognised in Pakistan if students complete them entirely through online or hybrid modes. HEC said such delivery methods must be approved by the relevant regulator in the university’s home country.
HEC advised prospective and current international students to verify their program status before enrolling or continuing their studies. It said students must confirm accreditation, delivery mode and any physical attendance or residency requirements with their universities.
The advisory also applies to Pakistani students already enrolled in foreign universities. HEC urged them to cross-check program structures to avoid problems with degree recognition and equivalence in Pakistan.
The commission said degree equivalence applications will continue to be processed through its online system. Each case will be reviewed separately on academic merit and regulatory compliance.

HEC said the warning aims to protect students from academic, professional and legal complications. The commission does not maintain one public list of all approved foreign degrees.
Under HEC guidelines, foreign qualifications are generally considered for equivalence if the awarding university appears in recognised global databases, including UNESCO’s World Higher Education Database, and holds accreditation in its home country.
HEC also keeps a separate list of approved transnational education collaborations and foreign university programs operating in Pakistan. Such programs, including some UK-linked arrangements, are usually easier to assess because they already have prior approval.
