ISLAMABAD: NADRA B-Form rules require age-based photographs and biometrics for children, and incomplete records may require an in-person visit when they later apply for their first CNIC.
The National Database and Registration Authority (NADRA) said first-time CNIC applications can be initiated through the PakID mobile app when the applicant’s required biometric information is already available in its database. Applicants whose records lack the required biometrics may have to visit a NADRA Registration Centre.
NADRA’s current Child Registration Certificate (CRC), commonly known as the B-Form, uses three age brackets. Children under three generally do not require biometrics, although NADRA requires a photograph when processing the CRC for passport purposes.
Children aged three to under 10 require a photograph and iris record. Once a child reaches 10, NADRA requires a photograph, fingerprints and an iris scan, with that record remaining valid until age 18.
NADRA introduced mandatory photographs and fingerprints for children above 10 in January 2025 as part of measures intended to strengthen identity verification and reduce misuse of children’s records.

PakID also supports CRC applications and other identity-document services, although NADRA says biometric verification or photography can still require a registration-centre visit depending on the case.
