UK to Outlaw AI Tools Used for Creating Sexual Abuse Images

In a landmark move, the United Kingdom has announced it will become the first country to introduce laws specifically targeting AI tools used to create child sexual abuse images.

Interior Minister Yvette Cooper revealed the new legislation, which will criminalize the possession, creation, or distribution of AI tools designed to generate such content. Offenders could face up to five years in prison.

The legislation will also make it illegal to possess AI “paedophile manuals”—guides that teach individuals how to use AI to abuse children sexually. Offenders caught with such materials could face up to three years in prison.

Additionally, the law will target predators who operate websites facilitating the sharing of child sexual abuse content or advice on grooming children. Those convicted could face up to 10 years in prison.

AI Tools Exploited for Child Abuse

The government highlighted that AI tools are being misused to create child sexual abuse images by “nudeifying” real-life images of children or stitching children’s faces onto existing explicit content. These manipulated images are often used to groom, blackmail, or further abuse young victims.

Interior Minister Yvette Cooper described the phenomenon as “the most vile of crimes,” emphasizing that AI is exacerbating the problem of online child sexual abuse. “AI is putting this on steroids,” she told Sky News, adding that perpetrators are using these tools to manipulate and exploit children more easily.

Cooper also shared alarming statistics during an interview with the BBC, revealing that around 500,000 children in the UK are victims of some form of child abuse each year. She noted that the online aspect of this abuse is growing rapidly, making the new legislation even more critical.

The UK’s proactive stance sets a precedent for other nations. Cooper hoped other countries would follow suit, stating, “Other countries are not yet doing this, but I hope everyone else will follow.”

Rising Threat of AI-Generated Abuse Content

The Internet Watch Foundation (IWF), a UK-based organization combating online child sexual abuse, has warned about the increasing prevalence of AI-generated abuse images. In 30 days in 2024, IWF analysts identified 3,512 AI-generated child abuse images on a single dark website. The organization also reported a 10% increase in the most severe category of abuse images over the past year.

The new measures will be introduced as part of the Crime and Policing Bill when presented to Parliament. The legislation aims to address the growing threat of AI-enabled child exploitation and provide stronger protections for vulnerable children.
