NADRA Offers Free First-Time ID Cards with Smart Features in Pakistan

The National Database and Registration Authority (NADRA) in Pakistan has introduced a groundbreaking initiative: to streamline ID registration, it is offering first-time applicants free non-chip Computerised National Identity Cards (CNICs).

The policy, announced on May 8, 2025, integrates smart features into non-chip ID cards, enhancing accessibility and functionality for citizens.

Under the new policy, individuals applying for their first CNIC can visit NADRA centres and receive a free non-chip ID card. The efficient registration process ensures delivery within 15 working days, making it easier for Pakistanis to obtain essential identification. This initiative aims to promote inclusivity and support citizens in accessing government services.

NADRA provides first-time applicants with free non-chip ID cards that are delivered in 15 working days and have advanced smart features.

Smart Features of Non-Chip ID Cards

NADRA has upgraded non-chip ID cards with innovative features to enhance usability and security, including:

  • Bilingual Information: Details in Urdu and English for consistency with government and international records.
  • Colored Photograph: High-resolution images for improved identity verification.
  • QR Code Integration: A unique QR code links to the Pak ID mobile app for digital identity verification.
  • Lifetime Validity for Special Groups: Organ donors and persons with disabilities receive special markers and lifelong valid cards.

These enhancements ensure non-chip ID cards remain relevant and functional without a chip-based upgrade.

Application Process and Fees

While first-time CNIC applicants receive free cards, NADRA offers affordable processing options for renewals, modifications, and replacements:

  • Normal Processing: PKR 400 (31-day delivery)
  • Urgent Processing: PKR 1,150 (15-day delivery)
  • Executive Processing: PKR 2,150 (9-day delivery)

Citizens can apply at NADRA centres or visit www.nadra.gov.pk for more details on services and requirements.
