Sindh Excise Relaxes Vehicle Ownership Transfer Rules

The Sindh Excise and Taxation Department has temporarily relaxed biometric requirements for vehicle ownership transfers, effective August 14, 2025. Meanwhile, Karachi authorities are cracking down on non-compliant number plates and plan to launch an e-challan system in July 2025.

A notification from the Sindh Excise and Taxation Department states that vehicle sellers in Sindh can now transfer ownership using only their Computerised National Identity Card (CNIC) until August 14, 2025. This two-month relaxation eliminates the need for biometric verification, streamlining the process for vehicle transactions.

A spokesperson for Sindh Excise confirmed the measure aims to facilitate smoother ownership transfers while maintaining regulatory oversight. Vehicle buyers and sellers are encouraged to complete transactions within this period to benefit from the simplified process.

Crackdown on Non-Compliant Number Plates in Karachi

In parallel, Karachi authorities have mandated using original or standard-sized number plates for motorcycles and vehicles. Deputy Inspector General (DIG) Traffic Pir Muhammad Shah states non-compliant or illegible number plates are targeted in a citywide crackdown. This has resulted in the seizure of numerous motorcycles and vehicles, with police stations now holding confiscated units.

DIG Shah emphasised that only clear, government-approved number plates are permissible. “Vehicles with fancy or non-standard plates will be impounded,” he stated, highlighting the importance of compliance for road safety and enforcement.

E-Challan System Rollout in July 2025

The crackdown on number plates is the first phase of a broader initiative to implement an e-challan system in Karachi. In July 2025, cameras will be deployed across the city to issue electronic challans for traffic violations, including non-compliant number plates, speeding, and other infractions. This technology-driven approach aims to enhance traffic enforcement and reduce violations.

DIG Shah noted that the e-challan system will improve accountability and streamline penalty issuance, aligning Karachi with modern traffic management practices.

The biometric relaxation simplifies vehicle ownership transfers, benefiting thousands of residents in Sindh. Meanwhile, the number plate crackdown and upcoming e-challan system reflect efforts to improve road safety and regulatory compliance in Karachi, a city with heavy traffic congestion.

Vehicle owners are urged to replace non-compliant number plates immediately and complete ownership transfers before the biometric relaxation ends.

      No comments!! Sindh’s govt is as corrupt as any other provincial govt in Pakistan. But the Sindh Excise and Taxation department is gang of thugs and a a mafia.

      I applied on 21St Jan 2025.
      Still waiting.
      They issued UpTo 20 Jan 25.
      Some tender issues on their side.
      May be manufacturing companies charging more and they are unable to earn top.

    On the one side saying to not allow the fancy numbers secondly new number comes with the Ijrak style, what to say for those well educated people.

    I registered my vehicle in July 2017 and I received official plates 5 YEARS later. They want public to get official plates with in days. This whole exercise is to bilk more money out of public.
