Punjab is preparing a new primary curriculum for Grades 1 to 5 that will replace rote learning with concept-based teaching, District Education Officer Dr Hajra Shaheen said on Monday.
Shaheen said the curriculum would focus on understanding, observation, questioning, analysis and problem-solving. New textbooks based on the revised framework are planned for the 2027-28 academic session.
The curriculum will use classroom activities and practical learning to explain concepts. Shaheen said the material would also reflect children’s age, mental capacity and learning needs.
Teachers will be expected to involve students more actively by asking questions, seeking their views and encouraging them to observe and draw conclusions independently.
Teacher training will form part of the new system. According to Shaheen, educators will receive instruction in modern teaching techniques and activity- and concept-based learning methods.

The revised curriculum will also aim to reduce unnecessary academic pressure by shortening and simplifying learning material. Shaheen said work had progressed on aligning the Grades 1 to 5 syllabus with modern educational requirements.
Punjab is also preparing to introduce artificial intelligence education at the primary level from the 2027-28 academic session, she said.
Shaheen said stronger learning foundations in the early grades could improve students’ future academic performance and help government-school pupils receive more practical education.
