The Punjab government will make the Green Property Certificate mandatory for all property transactions across the province from July 2026.
The Punjab Land Records Authority issues the certificate to verify a property’s ownership and legal status.
Authorities said the document will confirm ownership, identify disputes and align land records with government databases.
Citizens will begin the process by visiting the nearest Arazi Record Centre to obtain a token. Applicants must submit property details and pay the required fee at a Bank of Punjab counter or through e-Pay.
Officials will verify the applicant’s computerised national identity card and complete biometric verification through the National Database and Registration Authority.
The process includes a review of ownership history, taxes, bank mortgages and active court disputes.

A surveyor will inspect the site, use GPS technology to mark boundaries and measure the exact area. Two registered neighbouring property owners must confirm ownership and possession.
Authorities will issue a 15-day public notice on the PLRA website before final review. The Punjab Land Records Authority increased the Green Property Certificate fee from Rs. 700 to Rs. 950 in January 2026.
