Saudi-owned Al Arabiya published what it said was a US-Iran MoU outlining ceasefire and sanctions terms. However, President Donald Trump and US officials disputed parts of the reported document.
The reported memorandum called for an immediate and permanent end to the war on all fronts, including Lebanon.
It also said the United States would lift its naval blockade on Iran and prevent interference with regional traffic. In addition, it stated the United States would withdraw US forces from the region within one month of a final agreement.
Iran, under the reported terms, would restore movement through the Strait of Hormuz within the same period.
Al Arabiya reported that the proposal included a reconstruction plan for Iran worth at least $300 billion. This plan would be funded by the United States and regional partners.
The reported document also called for the removal of US, United Nations and International Atomic Energy Agency sanctions. This removal would be after the implementation of a final agreement.
It said Iran would commit to never producing nuclear weapons. Meanwhile, issues involving enriched uranium and Iran’s nuclear needs would be addressed in a future final agreement.
Israeli outlet N12 reported that Israel requested access to the memorandum but was denied.

Trump rejected a Financial Times report that his administration would support a privately funded $300 billion reconstruction plan for Iran. He also denied in a PBS interview that Lebanon was included in the Iran ceasefire.
Israeli Prime Minister Benjamin Netanyahu and Defence Minister Israel Katz said Israel would not retreat from its positions in Lebanon. Furthermore, they stated Israel would continue to defend its northern border.
