US Mandates Facial Recognition Scans for Most Foreign Travelers at Borders

The U.S. Department of Homeland Security has issued a far-reaching regulation requiring most noncitizens to submit facial recognition scans when entering or departing the United States. The new rule took effect on December 26, 2025.

Formally titled “Collection of Biometric Data from Aliens Upon Entry to and Exit from the United States,” the regulation expands the government’s authority to collect biometric information. Previously, facial recognition at departure points was limited to pilot programs at selected land crossings, airports, and seaports.

Under the revised framework, the Customs and Border Protection may now require facial photographs from all noncitizens at both entry and exit points. DHS said the change aims to improve identity verification by making border processes more efficient, accurate, and secure through broader use of facial recognition technology.

The regulation removes earlier restrictions tied to pilot programs and specific ports. As a result, biometric collection now applies nationwide across air, land, and sea borders.

The policy affects travellers from a list of countries that includes Afghanistan, Iran, Haiti, Somalia, Sudan, Venezuela, and several others. Authorities clarified that US citizens are exempt from the requirement. However, citizens may choose to participate voluntarily. Those who opt out will continue to undergo standard manual passport inspections.

DHS maintains that the expanded biometric system strengthens border security while streamlining travel procedures. The rule reflects a broader shift toward digital identity verification in US immigration and border management systems.
