Washington, United States: Ukraine military aid worth $910 million became unavailable for new weapons contracts after the U.S. Department of Defence missed a funding deadline, auditors said.
The finding appeared in a report by auditors overseeing Operation Atlantic Resolve, covering the first quarter of 2026.
The expired funds can no longer support new agreements with U.S. defence manufacturers. The legal deadline for making new financial commitments has passed, according to the auditors.
The money came from the Ukraine Security Assistance Initiative, a U.S. Congress-backed programme that funds the purchase of new weapons, equipment and ammunition for Ukraine.
Congress has allocated $33.51 billion through the initiative since Russia launched its full-scale invasion of Ukraine in February 2022.
The $19.21 billion, or 57% of total funding, had been spent on defence equipment and services delivered to Ukraine by March 2026.
Another $13.49 billion had been committed to ongoing procurement contracts that had not been fully paid.
The auditors said $110 million had been allocated but not assigned to specific contracts. The expired $910 million would not be forfeited under Pentagon regulations. The funds can remain available for up to 5 years to cover additional costs associated with contracts signed before the appropriations expired.

The Ukraine Security Assistance Initiative differs from the Presidential Drawdown Authority, which transfers weapons directly from U.S. military stockpiles.
Under the initiative, the Pentagon buys new military equipment from defence manufacturers for delivery to Ukraine. The Ukraine military aid programme was established by the U.S. Congress in 2014 after Russia’s annexation of Crimea.
