Pakistan’s Bureau of Emigration and Overseas Employment has issued guidance for citizens seeking permanent residency in Russia under a new legal status for skilled foreign nationals.
The programme came into effect in April 2026 and offers selected applicants, described as “impatriates,” faster access to residence permits and work rights.
The guidance says foreign citizens and stateless persons from any country may apply for recognition as individuals “presenting interest for the Russian Federation.”
Russia’s Ministry of Internal Affairs and Agency for Strategic Initiatives oversee the programme.
Successful applicants may receive residence permits within 30 days and gain exemption from quotas and Russian language or history exams for temporary residence. The programme also allows spouses, children and parents to receive the same benefits.
Eligible categories include scientists, researchers, entrepreneurs, investors, cultural figures, high-level athletes and specialists with at least five years of experience in priority sectors.
Priority sectors include information technology, microelectronics, energy and manufacturing. The application process starts through an authorised non-commercial organisation before verification by the Ministry of Internal Affairs.

A working group under the Presidential Citizenship Commission conducts the final review, with the full process taking 95 to 125 days.
