US President Donald Trump has nominated Paul Kapur, a distinguished expert in South Asian security and nuclear issues, as the Assistant Secretary of State for South and Central Asia in place of Donald Lu, who managed the region’s diplomatic activities under the Joe Biden administration.
Paul Kapur, a US Naval Postgraduate School professor, is renowned for analysing Indo-Pacific security and US-India relations. During Trump’s first term, he contributed to the State Department’s Policy Planning Staff, helping to craft US strategy in South Asia.
Kapur’s nomination indicates a potential shift in Washington’s strategy toward South and Central Asia, especially concerning India and Pakistan. He is a proponent of stronger US-India strategic relationships and has expressed criticism of Pakistan’s security policies. This suggests a likely tougher stance toward Islamabad, a departure from previous efforts to balance relations between neighbouring countries.
Kapur’s Academic Contributions
As an academic, Kapur has written extensively on regional security issues. His notable works include Jihad as Grand Strategy: Islamist Militancy, National Security, and the Pakistani State and Dangerous Deterrent: Nuclear Weapons Proliferation and Conflict in South Asia. These publications explore the dynamics of nuclear security, militancy, and regional conflicts, and he has been actively involved in the US-India Track 1.5 dialogue on defence cooperation.

Kapur’s appointment is part of a broader inclusion of Indian-origin officials in the Trump administration, following the nominations of Kash Patel as FBI Director and Sriram Krishnan as White House Policy Adviser on Artificial Intelligence.
Under Kapur’s guidance, the Bureau of South and Central Asian Affairs will continue to shape US policies towards crucial nations such as India, Pakistan, Afghanistan, Bangladesh, and Sri Lanka. His confirmation could enhance India’s position as a key strategic ally while advocating for a more guarded stance towards Pakistan.
