US President Donald Trump is unhappy with an Iran war proposal because it leaves Tehran’s nuclear programme for later talks, a US official told Reuters.
Senior Iranian officials cited by Reuters said the proposal first seeks to end the US-Israeli war on Iran and resolve Gulf shipping disputes, including the US naval blockade and Strait of Hormuz access.
A US official briefed on Trump’s Monday meeting with advisers said the offer would likely fail to satisfy Washington because the United States wants nuclear issues addressed from the start.
White House spokeswoman Olivia Wales said the United States “will not negotiate through the press” as officials reviewed the Iranian offer.
Iranian Foreign Minister Abbas Araghchi told Russian President Vladimir Putin in Saint Petersburg that US threats, shifting positions and “unreasonable demands” had slowed diplomacy, Iran’s foreign ministry said.
International Atomic Energy Agency Director General Rafael Grossi said consensus at the United Nations Security Council on Iran had broken down and may not return for “a long, long time.”
The standoff added pressure on oil markets as traders watched crude flows through the Strait of Hormuz. Fawad Razaqzada, market analyst at City Index and FOREX.com, said traders were focused on physical crude movement through the strait.
Kpler ship-tracking data and satellite analysis from SynMax showed seven ships crossed the strait in the past day, down from 125 to 140 daily crossings before the war.

Iran’s foreign ministry condemned US seizures of Iran-linked tankers as “piracy and armed robbery on the high seas.”
