Germany, France and the United Kingdom are discussing a possible format for Ukraine-Russia talks as Russian officials and commentators signal expectations of a prolonged confrontation with the West.
A German government official told Reuters-linked media that a “window for dialogue” with Russia was slowly opening. The official said any format would need Ukraine’s consent and could take months to begin.
The discussions come as the United States plays a smaller role in mediation efforts. European governments have said they would not pressure Kyiv into talks.
At the St. Petersburg International Economic Forum, Russian political analyst Andrey Bezrukov said Russia must prepare to live in a state of war for decades. Meduza reported that he predicted “warring generations” shaped by the conflict.
Russian speakers at the forum also framed confrontation with the West as a long-term political and social condition.
Bloomberg has reported growing pressure on Russia’s budget from record defence spending and slower growth. Even so, Russian defence officials continue to call for higher military expenditure.
Ukrainian President Volodymyr Zelenskyy has urged direct talks with Russian President Vladimir Putin in a neutral country.
Associated Press reported that Zelenskyy proposed a ceasefire during negotiations, a prisoner exchange and the return of civilians and children.
