The Power Division has asked the National Electric Power Regulatory Authority to scrap new solar application fees for systems of 25kW or less, acting on directives from Sardar Awais Khan Leghari.
The division raised the demand in a memorandum on NEPRA Prosumers Regulations 2026, which replaced the 2015 net metering framework.
Officials said the new rules penalise small residential consumers and could slow Pakistan’s green energy transition.
Under the 2015 framework, local Distribution Companies processed applications for solar systems of 25kW or less without a formal NEPRA licence or application fee.
The Power Division said the new regulations centralise approvals under NEPRA and impose fees on smaller systems that previously had exemptions.

The Private Power and Infrastructure Board urged NEPRA during recent public hearings to amend the regulations and restore the earlier approval process for small systems.
The Pakistan Solar Association, Primage Private Limited, Pakistan Alternative Energy Association and Siddiq Renewable Energy also filed objections to the new framework.
The Power Division warned that forcing citizens to approach NEPRA headquarters and pay extra fees would create procedural delays for small consumers. The division asked NEPRA to restore decentralised local procedures and withdraw application fees for solar projects of 25kW or less.
