The Punjab Home Department has issued the 2027 kite-flying rules. The rules bar kite flying from unsafe rooftops. Moreover, district authorities are authorised to inspect, stop and seal premises that violate safety guidelines.
The department said the guidelines were issued to protect human lives during permissible kite flying activities in notified districts.
In an April 24, 2026, notification, the department said the rules were issued under Section 16 of the Punjab Regulation of Kite Flying Act, 2025. This is read with Regulation 23 of the Punjab Kite Flying Regulations, 2025.
The notification said no person may use or allow the use of a structurally unsafe rooftop for kite flying. Rooftop owners must ensure the structure can safely bear the number of people present.
The department said rooftop parapets must be at least 3.5 feet high. Meanwhile, deputy commissioners may order inspections of old or vulnerable buildings and prohibit kite flying from unsafe rooftops.
The guidelines also ban rooftop overcrowding and kite flying during strong winds, rain, thunderstorms or poor visibility.

Parents and guardians will carry primary responsibility for children’s safety. Additionally, premises owners and managers will be jointly responsible for adequate safety arrangements.
The notification also prohibits loud music, DJ systems and other high-decibel sound systems during the permissible period.
Authorised officers from the district administration, police and allied departments may inspect premises likely to be used for kite flying. Obstructing them may lead to legal action.
The Home Department said rooftops must meet all listed safety requirements by December 31 of the preceding year. This is before any permissible kite flying event.
