NADRA Introduces New CNIC Guidelines to Boost Security, Combat Fraud

The National Database and Registration Authority (NADRA) announced new operational guidelines on April 28, 2025, for citizens seeking Computerised National Identity Cards (CNICs), B-Forms, and registration certificates. The guidelines aim to enhance data security and streamline services.

Citizens must now present only original documents at NADRA centres, as photocopies are no longer necessary for routine procedures. Furthermore, using someone else’s CNIC as a reference or guarantee is now deemed legally invalid.

The policy shift is part of NADRA’s broader strategy to combat identity fraud and increase transparency, with clear signage now displayed at all centres nationwide.

In a related public safety advisory, NADRA warned against unnecessary CNIC photocopying, citing a rise in scams where fraudsters impersonate officials to collect personal data, such as CNIC numbers and fingerprints, through fake prize schemes or financial incentives. These scams have led to financial fraud and illegal registrations, prompting NADRA to urge vigilance.

To protect personal data, NADRA advises citizens to:

  • Bring only original documents to the NADRA offices.
  • Avoid submitting CNIC photocopies unless legally required.
  • Refrain from sharing CNICs, fingerprints, or personal details in informal settings.
  • Report suspicious activities to NADRA or law enforcement.

These measures aim to reduce paperwork, boost efficiency, and safeguard citizens against the growing threat of digital identity theft.
