Justice (retd) Riaz Kayani, ECP member from Punjab, said Monday Afzal Khan has leveled allegations of vote fraud under are pre-planned and part of a conspiracy.
Addressing a press conference here, he said Khan has singled out him because he denied him promotion and extension in service under prescribed rules.

He said he would take legal action against Khan.
Last night, former additional secretary ECP Afzal Khan revealed that people of Pakistan were robbed of their mandate in the May 11, 2013 general elections through organized vote fraud.
“Hundreds of punctures (constituencies) were fixed (rigged) in the last year’s elections not just 35 as believed earlier”, Khan told.
Khan further said that previously he had only suspected, but now was sure of the epic corruption in the elections.
ECP ex official has opened a Pandora’s box at a time when Pakistan Tehreek-e-Insaf is staging a massive protest outside Parliament House demanding prime minister’s resignation, electoral reforms, and a reelection under new reforms.
Khan was retired on May 17, 2013.
