Saudi Arabia’s Ministry of Tourism issued a warning on Sunday, stating that, due to strict regulations, holders of visit visas are prohibited from participating in Hajj 2025.
The ministry has emphasized the importance of compliance as the pilgrimage season approaches to avoid significant penalties. Anyone caught entering Makkah without a valid Hajj permit, whether they are citizens, residents, or visitors, will face a fine of SR10,000. For repeat offenders, the fines will be doubled.
The ban applies to sacred locations such as the Holy City, the Central Haram Area, Mina, Arafat, Muzdalifah, the Haramain Train Station in Rusayfah, and various security hubs and checkpoints.
