Saudi Arabia Opens Real Estate Market to Foreign Ownership

Saudi Arabia has enacted a landmark update to its property ownership law, formally opening its real estate market to foreign individuals and companies. This strategic move allows international investors to participate directly in one of the region’s most dynamic and rapidly growing property markets.

The announcement from the Kingdom’s Real Estate General Authority (REGA) marks a significant step in Saudi Arabia’s broader economic transformation. The updated legislation is designed to stimulate the real estate sector, diversify and enhance project quality, create new jobs for citizens, and raise urban development standards.

The new legal framework is a key component of Saudi Arabia’s Vision 2030, which aims to build a secure and balanced investment environment. By aligning with global practices on foreign ownership, the Kingdom seeks to attract wider global capital and accelerate its economic expansion.

Officials state that the law will help diversify the economy and improve the quality of real estate projects nationwide. The initiative is expected to create significant employment opportunities for Saudi citizens while fostering improved architectural and urban planning standards.

Under the new regulations, both individuals and corporate entities can own property, subject to rules that take into account urban planning and economic stability. Investors will gain access to opportunities in major developments, special economic zones, and designated residential and commercial areas, all located in areas approved by the Council of Ministers.

This legislative change supports Saudi Arabia’s ongoing urban transformation, including massive construction projects such as NEOM, Qiddiya, and Red Sea Global initiatives. While the REGA website has outlined the general features of the new law, specific details regarding geographical zones and implementation regulations are expected to be published in the near future.
