KP Housing Schemes Face Cut-Off Date Under New Rules

PESHAWAR, Khyber Pakhtunkhwa: Chief Minister Muhammad Sohail Afridi has set a registration deadline for unapproved and illegal KP housing schemes, with non-compliant developments facing legal action.

Chairing a meeting of the Land Use and Building Control Authority (LUBCA) council, Afridi approved proposed amendments to the Khyber Pakhtunkhwa Housing Schemes Regulations 2024. He directed officials to accelerate scrutiny and approval of schemes seeking legal status.

The chief minister said extending the regulatory framework was intended to bring unregistered housing schemes into the legal system. Schemes that fail to apply before the yet-to-be-announced cut-off date, or do not meet prescribed conditions, will face enforcement action.

The council also moved toward centralising building-plan approvals under LUBCA for development authorities across the province, excluding the Peshawar Development Authority (PDA). Afridi ordered officials to submit a final plan within two weeks on either integrating the authorities or creating a central approval mechanism.

The meeting gave in-principle approval to revised enlistment and renewal fees and a uniform debris fee. The council referred a proposal to exempt residential plans of up to five marlas from the debris fee to a new Finance Committee.

The council retained the existing revenue-sharing arrangement under which tehsil municipal administrations receive 75% and LUBCA 25%. It also approved LUBCA’s revised 2025-26 budget and its budget for fiscal year 2026-27.

LUBCA’s official website shows the authority has recently carried out enforcement operations against unauthorised housing schemes and commercial construction in parts of Khyber Pakhtunkhwa.
