HEC degree attestation has moved to a fully online and paperless system from May 11, 2026. This allows applicants to apply without visiting Higher Education Commission offices or sending original documents.
The Higher Education Commission of Pakistan said the new Degree Attestation System offers secure, efficient and 24/7 access from anywhere. It said the new system will not process photocopies of educational documents.
According to the HEC statement, applicants will receive secure e-Attestation Certificates. They can verify these certificates online along with the attested documents.
HEC said it will continue processing applications already submitted and paid for under the previous system through the old method until June 30, 2026. Additionally, it advised those applicants to complete the process before the deadline.
HEC advised applicants who have not paid the attestation fee under the old system to apply through the new online platform. It said attestations issued before the e-Attestation Certificate system will remain valid. Moreover, applicants can also verify them online.
The commission said applicants with 10- or 12-year qualifications from foreign education systems or non-conventional boards must obtain an equivalence certificate from the Inter Board Committee of Chairmen.
HEC said it will not attest documents that have been overwritten, erased, or altered. Applicants must obtain corrected documents from their universities.
It said applicants can attest to the completeness or incompletion of their transcripts, even if their universities have not issued the final degree.
For incomplete transcripts, universities must clearly mention the academic status, such as “degree in progress,” “incomplete degree program” or “incomplete transcript.” Meanwhile, applicants must select the relevant option online.
