The HEC degree attestation fee has been set at Rs. 3,000 per document under the Higher Education Commission’s fully online, paperless Degree Attestation System.
The fee applies to each degree, transcript, provisional certificate or HEC equivalence letter submitted for attestation, according to the provided HEC guidance. Applicants must pay through 1-Link using the 1-Bill facility.
The system generates a consumer number when an applicant clicks “Proceed for Payment” in their account. After paying through an online banking channel, applicants must click “Verify Payment” for the application to be automatically submitted to HEC.
Applications can be submitted 24/7 through the HEC e-Services Portal at www.eservices.hec.gov.pk. New users must create an account, while existing users can log in with their registered credentials and select “Degree Attestation” from the dashboard.
Applicants must enter personal details and ensure their CNIC information matches all educational documents. HEC said the attestation process will not start if the personal details do not match.
Applicants are required to add academic details from the Secondary School Certificate or equivalent level to their final degree, select only the degree programme and the documents required for attestation, and upload clear scanned copies of their CNIC and academic documents.
HEC scrutinises applications by verifying personal details with NADRA and checking academic records. After university verification and final review, HEC issues an e-Attestation Certificate and notifies applicants through SMS and email.
