ISLAMABAD: The United Nations Security Council (UNSC) adopted a Pakistan-initiated presidential statement on Thursday, calling for diplomatic engagement to continue even during armed conflicts. All 15 Council members supported the text, titled “The Role of Diplomacy during Active Hostilities”.
Pakistan’s Ministry of Foreign Affairs said the document encourages mediation, the use of good offices and continued communication between parties to a conflict. Such efforts aim to contain escalation, facilitate ceasefires and create conditions for lasting political settlements.
The statement builds on Security Council Resolution 2788 (2025), which members unanimously adopted during Pakistan’s Council presidency in July 2025.
While the earlier resolution focused on settling disputes peacefully, the new document addresses diplomacy after fighting has begun.

The Foreign Office said diplomatic efforts must continue throughout the conflict cycle, rather than stopping once hostilities break out. It described the statement as a collective political reference for the Council’s work on dialogue and de-escalation.
According to the ministry, the text brings existing principles and experiences from different conflicts into a common framework for peaceful settlement. Presidential statements express the Council’s collective position and require agreement among all its members.

Unlike Security Council resolutions, they carry no legally binding obligations. Pakistan is serving a two-year term as a non-permanent member of the Security Council for 2025–26.
