TikTok Removes 25 Million Videos in Pakistan in Q1 2025

TikTok removed nearly 25 million videos in Pakistan during the first quarter of 2025, according to its Community Guidelines Enforcement Report for Q1 2025, which was released on July 23, 2025.

The report covers the period from January to March and highlights a proactive removal rate of 99.4%, with 95.8% of flagged videos taken down within 24 hours. Globally, TikTok removed a total of 211 million videos, underscoring its commitment to effective content moderation.

In Pakistan, TikTok removed 24,954,128 videos for violating community guidelines, representing a significant enforcement effort. The platform’s automated systems detected most violations, achieving a 99.4% proactive removal rate. A rapid response ensured that 95.8% of the content was removed within a day, minimising harmful exposure.

Globally, TikTok removed 211 million videos, about 0.9% of total uploads. Over 184 million were flagged by automated tools, with 7.5 million reinstated after review. The global proactive removal rate was 99.0%, with 94.3% addressed within 24 hours. Key violation categories included:

  • Sensitive or mature themes: 30.1%
  • Misinformation: 45.5%
  • Privacy and security breaches: 15.6%
  • Safety and civility issues: 11.5%
  • Edited or AI-generated content: 13.8%

TikTok’s quarterly reports aim to foster accountability. The company stated: “These reports help users, regulators, and the public understand our moderation processes and violation trends.” The Q1 2025 report, available in Urdu and English on the Transparency Centre, details guidelines, reporting tools, and safety policies.

Broader Context and Implications

The report aligns with global efforts to regulate social media, including a proposed Senate bill in Pakistan to ban accounts for users under 16. TikTok’s proactive measures address concerns over harmful content, but challenges remain in striking a balance between free expression and safety.
