SCO Leaders Denounce Terror Attacks, Vow to Fight Terrorism

The Shanghai Cooperation Organisation (SCO) joined in a statement condemning recent terrorist attacks in Indian Illegally Occupied Jammu and Kashmir (IIOJK), the Jaffar Express, and Khuzdar. The statement was made following the Council of Heads of State meeting in Tianjin.

The SCO leaders strongly condemned attacks in IIOJK’s Pahalgam area, the Jaffar Express in Pakistan, and Khuzdar in Balochistan. They called for punishment for those who planned, carried out, or supported these attacks. The Pahalgam attack in August 2025 killed two soldiers. The Jaffar Express bombing killed three people. The Khuzdar blast injured 15, showing rising militancy.

The leaders promised closer cooperation to fight terrorism. They said sovereign countries have the main role in stopping these threats. They also rejected using terrorist groups for political goals, stressing the need for united action. The SCO, comprising China, Pakistan, India, Russia, and other members, works to enhance regional security by sharing intelligence and conducting joint operations.

The SCO has 10 member countries and 16 observers, covering 43% of the world’s people, according to CNN. The Tianjin summit, attended by leaders like Pakistan’s Shehbaz Sharif and India’s Narendra Modi, focused on stability amid 1,453 terrorist incidents in Pakistan in 2024. The statement aligns with earlier SCO promises, such as the 2024 Astana declaration, to combat extremism.

This condemnation responds to rising violence in South Asia. For example, attacks in IIOJK increased by 20% in 2025, causing more tension between India and Pakistan. Pakistan’s new Anti-Terrorism Bill, signed on August 31, supports SCO’s goals. However, cross-border issues, such as India’s release of dam water, make cooperation more challenging.
