The Karachi Traffic Police have addressed a common issue: citizens receiving e-challans for vehicles they have already sold. This happens because the Excise Department’s records still list the seller as the owner until a formal transfer is completed.
To resolve this, follow the official step-by-step process outlined by DSP (Admin) Karachi Traffic Police, Kashif Nadeem.
Step 1: Visit a Traffic Police Sahulat Centre
Go to the nearest Traffic Police Sahulat Centre. Inform the officials of the vehicle’s sale date. They will enter the details into the Safe City System, placing the vehicle under “inquiry mode.” This action pauses the e-challan process for 8 to 10 days.
Step 2: Complete the Transfer at the Excise Department
Within the 8-10 day window, visit the Excise and Taxation Department’s Sahulat Centre with the required documents:
- Proof of sale (sale receipt, affidavit, or transfer slip)
- A copy of the buyer’s CNIC
- The vehicle’s registration documents
Excise officials will verify your claim and perform a free biometric verification. Once confirmed, the system will update the ownership record, stopping e-challans from being sent to you.
Important Warnings and Responsibilities
DSP Nadeem emphasized that the process requires valid proof of sale. He also clarified that you do not need to visit the FBR or a police station.

For Buyers: The new owner is legally required to transfer the vehicle into their name within 30 days of the purchase date. Failure to do so results in escalating fines. The vehicle can eventually be blacklisted and confiscated, with penalties that could exceed the vehicle’s value.
