India Arms Shipments to Israel Top 2,500, Amnesty Says

NEW DELHI: India’s arms shipments to Israel reached at least 2,596 between October 2023 and November 2025, Amnesty International said.

The group published its 42-page report on July 30. Researchers identified at least 788 shipments of goods for military use. They excluded items used solely in air defence systems.

The wider data included 2,581 shipments listed under customs codes for arms, ammunition and related parts. It also covered 15 shipments of armoured fighting vehicles.

However, some product codes did not reveal the exact contents or final use. Amnesty said Indian firms supplied at least 390,516 small-arms parts and 564,970 explosive-device parts. They also sent 298 parts for military vehicles.

Recipients included Elbit Systems, Israel Aerospace Industries and Rafael Advanced Defence Systems. These companies supply the Israeli military.

The goods included artillery-shell parts, machine-gun parts and warheads linked to SkyStriker drones. However, trade records did not show that every item reached Israeli forces. They also did not prove their use in any Gaza attack.

Amnesty called its totals cautious because it removed records that researchers could not check. The group said the shipments could make India and exporters legally responsible for helping breaches of international law.

A report cited by The Jerusalem Post, based on Amnesty International, claims India exported 2,596 shipments of weapons, ammunition, parts, and components to Israel between October 2023 and November 2025.

India’s Defence Ministry and foreign trade office did not reply before publication. India has not joined the Arms Trade Treaty. However, it must comply with the Geneva and Genocide Conventions.

Amnesty said India’s export rules lack clear human-rights checks. India and Israel signed a defence pact in November 2025. The pact supports technology sharing, joint development and joint production.

India received 29% of Israel’s major-arms exports from 2021 to 2025, SIPRI said. Israel supplied 15% of India’s major-arms imports during the same period.
