New confessions in the Toshakhana 2 case against PTI founder Imran Khan and his wife, Bushra Bibi, reveal how officials undervalued a valuable Bulgari jewellery set. Saudi royals gifted the set during Khan’s premiership, but officials declared it worth Rs5.9 million instead of its actual Rs75 million value, costing the national exchequer Rs35.28 million.
Imran Khan’s former personal secretary, Inamullah Shah, told the court he received salaries from both PTI and his government job between 2019 and 2021. He admitted to pressuring private appraiser Sohaib Abbasi to set the jewellery’s value at Rs5 million. Shah said he lost his job when Bushra Bibi became upset about his brother’s ties to Jahangir Tareen.
Sohaib Abbasi confirmed he undervalued the jewellery because Shah threatened to exclude him from government work. Abbasi gave his confession to the NAB chairman and a magistrate. NAB officials state the necklace, bracelet, earrings, and ring were worth Rs75 million, though declared at only Rs5.9 million.

Saudi royals gifted the Bulgari set to Bushra Bibi in May 2021. During Khan’s 2018-2022 term, the couple received 108 gifts from foreign dignitaries. Despite its value, the set was never deposited in Toshakhana. The company selling similar pieces priced a necklace at €300,000 and earrings at €80,000 in 2018.
The NAB reference claims Khan and Bibi illegally kept the set. The assessed value on May 28, 2021, was Rs 70.56 million (necklace Rs 50.64 million, earrings Rs 10.50 million). Under the rules, 50% (Rs35.28 million) should have gone to the exchequer, but undervaluation caused the full loss.
