French Schools to Ban Abayas: Education Minister’s Decision Sparks Debates

French Education Minister Gabriel Attal asserted that wearing abayas in schools will no longer be permissible, citing that such attire infringes upon the staunch secular norms of the country. Associating the garment with a “religious gesture,” Attal’s comments have evoked many responses, some supportive while others critique the decision.

Attal shared his views on TF1 television: “It will no longer be possible to wear an abaya at school.” With the commencement of the new academic year on September 4, he pledged to offer “clear guidelines to school heads at the national level.”

The Abaya Controversy

The contention around abayas in schools isn’t a new phenomenon. While the headscarf is already forbidden in schools, the debate intensified due to the discernible increase in the number of abayas worn and subsequent disagreements between educators and parents.

A 2004 law stated that students must refrain from wearing any outfit or symbol that overtly showcases their religious affiliation. This encompasses notable religious symbols like large crosses, Jewish kippas, and Islamic headscarves. Although abayas, which are extensive garments donned in adherence to Islamic modesty standards, weren’t formerly included in this prohibition, a circular from the education ministry last year likened the abaya to other clothing items that might be proscribed if worn to exhibit religious beliefs manifestly.

Reactions to the Announcement

Several stakeholders have shared their thoughts on this matter. While some, like union leader Bruno Bobkiewicz, have appreciated the clarity in Attal’s declaration, others, including Clementine Autain of the left-wing opposition France Unbowed party, have criticized the move as “policing of clothing.” Autain vehemently posits that such a step opposes the foundational tenets of France’s secular principles and indicates the government’s persistent disdain towards Muslims.

Highlighting the timing of the decision, she noted that such an announcement soon after the summer break appears as an attempt by President Emmanuel Macron’s regime to rival the far-right National Rally led by Marine Le Pen.

The CFCM, representing numerous Muslim associations nationally, opined that mere clothing cannot be deemed “a religious sign.”

This declaration marks one of the primary actions by Gabriel Attal since his recent elevation to manage the sensitive domain of education. He and Interior Minister Gerald Darmanin are perceived as emergent leaders, poised to assume significant responsibilities post-Macron’s tenure ending in 2027.
