The Federal Board of Revenue (FBR) has made electronic filing mandatory for all taxpayers. Additionally, the tax authority clarified its criteria for determining active taxpayer status for 2025.
The FBR confirmed that inclusion in the 2025 Active Taxpayers List (ATL) depends on one key action. Filing an income tax return for the tax year 2024 is essential.
The board dismissed recent reports about taxpayers being declared inactive as “baseless and misleading.” A spokesperson stated that all taxpayers who filed their returns or requested an extension on time are already included in the list.

Taxpayers have until November 15 to request a filing extension through the FBR’s online portal. Newly registered filers who submit their returns by this date will also be added to the 2025 ATL.
In a significant update, the FBR has permanently discontinued the manual submission of tax returns. All returns must now be filed electronically.
To ease this transition, the FBR is providing a one-month grace period for taxpayers who submitted manual returns in the previous year. This allows them time to switch to the e-filing system.
Filing returns on time and being on the ATL is crucial for Pakistani taxpayers. It offers benefits like lower withholding tax rates on various financial transactions.
