Donald Trump is set to nominate U.S. Senator Marco Rubio as his secretary of state. Once the Republican president-elect assumes office in January, this appointment would make Rubio the first Latino to hold the top diplomatic position in the U.S.
Sources revealed on Monday that Rubio, known for his hawkish views, has advocated for a strong foreign policy stance against geopolitical adversaries like China, Iran, and Cuba. However, over recent years, he has moderated some positions to align more with Trump’s advocacy for a restrained U.S. foreign policy, which criticizes past administrations for engaging in costly wars.
Despite Trump’s unpredictable nature, anonymous sources privy to the discussions say he seems to have finalized his choice as of Monday.
The new administration faces a world fraught with conflicts, notably in Ukraine and the Middle East, and shifting alliances as China moves closer to U.S. adversaries Russia and Iran. Rubio will prioritize the situation in Ukraine.
At 53, Rubio has expressed in interviews that Ukraine should pursue negotiations with Russia rather than aiming to recover all territories lost over the past decade. He was among 15 Republican senators who opposed a $95 billion military aid package for Ukraine in April.

Rubio’s potential selection signals a significant shift in Republican foreign policy, which traditionally favoured military intervention. Now, many in the party, following Trump’s lead, advocate for greater restraint, especially concerning European allies’ defence spending.
In a recent interview with NBC, Rubio emphasized that a negotiated settlement would likely conclude the Ukraine conflict. This stance holds both domestic and international implications.
Trump’s victory over Democratic Vice President Kamala Harris on November 5 was partly due to increased Latino support. This group historically aligned with Democrats but now shows diverse political tendencies. By choosing Rubio, Trump aims to solidify his gains among Latino voters and underscore their role in his administration.
According to Mauricio Claver-Carone, a Rubio ally and former National Security Council aide, if confirmed, Rubio is expected to focus significantly on Latin America, more than any previous secretary of state. Claver-Carone remarked, “This is the time Latin America will most be on the map in the history of any U.S. presidency. It’s historic. There’s no other way to say it.”
