The more important question is how Starmer manages two competing pressures: Labour members who want a softer, fairness-led approach to migration, and MPs who believe the party must hold a tougher centre-ground position.

A reshuffle could settle the issue, but it could also sharpen it. Bringing Rayner back would please parts of Labour’s left and activist base. Any move seen as undercutting Mahmood, however, could raise doubts about the government’s commitment to its immigration agenda.

Settlement Rules Turn Immigration Into Labour’s Hardest Test

Mahmood’s immigration approach focuses on stronger controls and a longer route to permanent residence. The government has defended the reforms by arguing that permanent residence should be earned through a longer settlement process.

That is why the issue has become so sensitive. Settlement rules are not only technical Home Office policy. They decide how migrants move from temporary status toward long-term security, family stability, work rights and a future in the UK.

Rayner’s criticism of some proposals as unfair and “un-British” speaks to Labour MPs and members who fear the party could lose its moral language on migration. Mahmood’s supporters argue the opposite: that Labour must show voters it can control the system while still maintaining orderly legal routes.

The divide leaves Starmer with a narrow path. If he moves too far toward enforcement, he risks angering Labour’s left. If he softens the reforms too much, he risks looking weak on an issue that rival parties are already using against the government.

Rayner Comeback Complicated by Stamp-Duty Scrutiny

Rayner’s path back to senior office is complicated by the stamp-duty controversy that preceded her resignation from senior posts in 2025. The issue involved an underpayment linked to an £800,000 property in Hove and has continued to shape public discussion of her political future.
