Women MNAs’ national policy role in Pakistan has strengthened significantly, with female lawmakers actively shaping key legislative priorities.
During the second parliamentary year of the 16th National Assembly, women MNAs submitted 1,206 agenda items. This reflects a strong level of independent legislative engagement.
Data from the Free and Fair Election Network (Fafen) shows that 72% of agenda items submitted by women MNAs focused on national policy areas. These include economic policy, taxation, governance, and national security. Traditionally, such areas have been viewed as male-dominated.
In comparison, constituency-related matters accounted for 18%, while gender-specific legislation made up only 6%. The analysis challenges the common perception that women lawmakers focus mainly on social welfare or gender issues.
Instead, female MNAs actively contribute across a wide range of policy areas. They address economic and governance challenges alongside gender-related matters. This broader engagement highlights their expanding role in national decision-making.
Data-Driven Assessment of Parliamentary Contribution
Fafen developed a subject-based framework to evaluate legislative contributions. Each agenda item was categorised into national policy, constituency issues, gender-specific topics, or procedural matters.
The analysis used official National Assembly records from March 1, 2025, to February 28, 2026. Experts note that legislative effectiveness depends not only on participation volume but also on the diversity of issues addressed.
The findings show that women MNAs are not limited to niche roles. They face the same policy challenges as their male counterparts. At the same time, they continue to advocate for women’s rights and social protection.
This dual contribution underscores their growing influence in Pakistan’s legislative process.
