The Pakistan Telecommunication Authority (PTA) has announced that individuals without static IP addresses can now register virtual private networks (VPNs) using their mobile numbers.
The new measure aims to simplify the VPN registration process, benefiting the IT sector. On Saturday, the PTA revealed that it had registered over 31,000 VPNs and encouraged further registrations through its official website.
A crackdown on unregistered VPNs initiated the PTA’s earlier efforts to address security concerns. Although the PTA had initially set a November 30 deadline for VPN registration, it chose not to enforce VPN blocks after that deadline, instead extending the registration period.
The Ministry of Interior had also planned to shut down all unregistered VPNs by mid-November but later allowed a two-week grace period to meet registration requirements.

VPN usage has surged in Pakistan, especially after the government banned the social media platform X (formerly Twitter) earlier this year, citing national security concerns. VPNs are commonly used worldwide to bypass content restrictions and enhance data security.
To register for a VPN, individuals must complete an online form providing their computerized national identity card (CNIC), company registration details, and taxpayer status. The PTA also requires freelancers to submit documentation verifying their project or company affiliation.
Applicants must specify the IP address required for VPN connectivity. Those needing a fixed IP address can acquire one from an Internet Service Provider (ISP).
