The Pakistan Telecommunication Authority (PTA) has extended the grace period for registering Virtual Private Networks (VPNs) until November 30.
Sources reported Monday that the extension responds to rising concerns over the illegal use of VPNs to bypass internet restrictions and access banned content. PTA sources noted that the additional time allows unregistered VPN users to meet the mandatory registration requirements.
Effective December 1, the PTA will begin a nationwide enforcement action against unregistered VPNs. The authority has already successfully conducted a preliminary trial to block VPNs and plans another test soon to ensure system robustness before the complete shutdown.
Officials highlight the security threats posed by unregistered VPNs, which can enable access to sensitive data and support criminal activities. The Federal Investigation Agency (FIA), acting for the Ministry of Interior, has advocated for stringent actions against these unauthorized services due to their use in terrorism and other illegal activities.
A ministry communication detailed the risks associated with unregistered VPNs, such as masking user communications and transactions related to criminal activities and facilitating access to objectionable content. It cited statistics positioning Pakistan as a leading user of VPNs for accessing prohibited websites, which raises significant national security and moral concerns.

The ministry also pointed out that terrorist groups increasingly use VPNs to conceal their communications and coordinate actions. It urged the PTA to deactivate all unauthorized VPNs and ensure compliance by the deadline.
For legitimate VPN use, the PTA has simplified the online registration process for entities, including software houses, call centres, banks, embassies, and freelancers, via their official site (www.pta.gov.pk). The process requires basic information like CNIC, company registration, and taxpayer status. Freelancers must provide proof of employment or project affiliation.
Registration is free, and approvals are typically issued within 8-10 hours. To date, over 20,000 companies and freelancers have benefited from this. Commercial VPN users, categorized as ‘Freelancers,’ must also provide necessary documentation.
Despite regulations, daily attempts by Pakistanis to access blocked sites via unregistered VPNs number around 20 million, indicating widespread non-compliance with existing internet restrictions.
