The Ministry of Religious Affairs has announced new measures to scrutinize individuals selecting premium Hajj packages under the private Hajj 2025 scheme. According to the latest guidelines, individuals opting for packages priced above Rs3 million will require security clearance as part of their Hajj preparation.
The Federal Board of Revenue (FBR) will examine these pilgrims’ tax records and assets. At the same time, security agencies will review their criminal and other records to ensure compliance and safety. Once cleared by these authorities, applicants can proceed with their plans for the Hajj 2025 pilgrimage.
In addition, companies that offer these high-cost Hajj packages must submit detailed descriptions and costs for approval by the Ministry of Religious Affairs. This step enhances transparency and security for the forthcoming Hajj experience.
The ministry has appointed Mohammad Hakeem Khattak as the focal person to facilitate these new regulations and ensure effective coordination.

Furthermore, the Ministry has finalized the mandatory training for pilgrims under the government’s Hajj 2025 scheme. Training will be conducted at 147 locations nationwide, starting with the first session in Peshawar tomorrow. This training will ensure that pilgrims are well-prepared for their spiritual journey, with attendance monitored via QR code through the Pak Haj mobile app. Overseas Pakistanis will receive their training at designated Haji Camps abroad.
The first phase of this mandatory training is scheduled to conclude on the 27th of next month, marking a significant preparatory step for the pilgrims of Hajj 2025.
