The National Database and Registration Authority has clarified that citizens can apply for a B-Form, officially known as the Child Registration Certificate (CRC), even if the parents are unavailable.
The B-Form serves as an essential identity document for children. Authorities require it for school admissions, passport issuance, and international travel. In many cases, especially in rural areas, parents fail to register their children on time, creating administrative hurdles later. NADRA has now outlined a clear alternative process.
NADRA clarification on applying without parents
NADRA issued the clarification after a citizen raised a query on social media. He asked whether he could apply for a B-Form for his married sister because their mother had passed away and their father was living abroad.
In response, NADRA confirmed that a close family member may apply on the individual’s behalf by visiting a NADRA Registration Centre with the required documents.
Required documents for B-Form application
According to NADRA, the applicant must provide:
- A computerised birth certificate of the individual
- The father’s CNIC
- The mother’s computerised death certificate
If the applicant is married, NADRA also requires a computerised Nikah Nama, along with the husband’s CNIC, to update the marital status in official records. To avoid such complications, NADRA has urged parents to keep their children’s records up to date. The authority recommends applying for a new CRC as soon as a child turns 3.

The CRC issued at birth expires when the child turns 3. Parents must obtain a fresh B-Form to ensure smooth school admissions and future documentation.
Parents can apply by visiting the nearest NADRA office with the child or by using the Pak-Identity (Pak ID) mobile application from home. NADRA advises timely registration to prevent delays and legal difficulties later.
