The Islamabad Excise and Taxation Department has launched a new digital service that allows overseas Pakistanis to complete vehicle registration and transfer processes entirely online. The initiative utilises the PakID mobile application, eliminating the need for a power of attorney or visits to Pakistani embassies.
Director of Excise Bilal Azam confirmed the development, stating that the new system significantly simplifies the procedure. “Now, for registration and transfer of the vehicle, they can download the PakID app. From there, they can record their biometrics, and we will ensure the vehicle’s transfer,” Azam explained.
The innovative system uses biometric verification through the PakID app as proof of identity, making the traditional Transfer Order (TO) form obsolete. Director Azam emphasised that while the digital process is streamlined, sellers and buyers must still ensure proper documentation.

He urged sellers to provide a signed transfer letter to the purchaser, noting that both the biometric verification and the signed physical document are legal requirements for a complete and valid transfer.
In a related development, the Excise Department has announced a strict crackdown on long-term tax defaulters in the federal capital who have failed to pay their token tax. The department has suspended and cancelled the registrations of numerous vehicles after issuing repeated public notices.
Azam stated that the department has specifically targeted defaulters from 1980 to 2000, cancelling their vehicle registrations after due process. The director also mentioned that a reinstatement process is available for affected owners who wish to regularise their vehicle’s status.
