On August 2, 2025, Imran Khan, the founder of Pakistan Tehreek-e-Insaf (PTI), sent a clear message through his X account. He urged Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur to take action to prevent the federal government from initiating another military operation in KP and its tribal areas.
Khan, imprisoned since August 2023, emphasised dialogue over confrontation, stating, “Operations are not a solution to any problem. Issues should be resolved through dialogue… Afghanistan is our Muslim neighbouring country. Relations with them should be addressed through discussions.”
This follows the launch of ‘Operation Sarbakaf’ in Lowi Mamund tehsil, Bajaur, where security forces, backed by helicopters and artillery, imposed a three-day curfew. Initially, Gandapur and PTI denounced the operation as a “dangerous replay of past mistakes,” alleging it bypassed the elected government. However, Gandapur later supported a “targeted operation” against militants, contradicting PTI’s earlier vow to withdraw the Action in Aid of Civil Power Regulations 2011.

Responding to Khan’s directive, Gandapur announced on X that he hosted the first of several regional jirgas on August 2 to restore law and order. Attended by 150 tribal elders, six MPAs, three MNAs, one senator, and senior officials from Khyber and Orakzai districts, the jirga opposed displacement from military operations and called for peace-linked development. “We recommend that a provincial jirga initiate negotiations with Afghanistan, utilising available resources and federal support. Future jirgas will convene in Mohmand, Bajaur, Waziristan, and Kurram, before culminating in a grand jirga led by Gandapur.”

Khan’s call for dialogue reflects PTI’s push for non-military solutions amid ongoing militancy in KP. The jirgas aim to foster local consensus and address security concerns collaboratively. The tension between federal operations and provincial autonomy underscores broader governance challenges.
