On Tuesday, September 16, 2025, advocate Imaan Mazari filed a complaint with the Supreme Judicial Council (SJC) against Islamabad High Court (IHC) Chief Justice Sarfaraz Dogar. This follows an incident where the IHC removed Justice Saman Rafat Imtiaz from handling harassment complaints after she accepted Mazari’s case against Dogar.
Mazari’s complaint stems from a courtroom clash where Dogar warned her of contempt and allegedly threatened to “get a hold of her.” She filed a harassment complaint with the IHC’s committee, but the IHC replaced Justice Imtiaz with Justice Inam Ameen Minhas hours later. Mazari called this move “arbitrary” and biased, saying Dogar used his power to dodge accountability. She also noted her cases were suddenly scheduled before Dogar after her complaint, raising fairness concerns.
Mazari said IHC staff refused to process her complaint, forcing her to deliver it directly to Justice Imtiaz. She criticized the court’s lack of transparency. She also linked a new National Cyber Crime Investigation Authority case against her to the dispute, suggesting retaliation. Mazari urged the SJC to act quickly, citing harm to her legal practice and clients.

Separately, lawyer Adnan Iqbal filed a reference with the Islamabad Bar Council to cancel Mazari’s license. He accused her of “anti-state activities” and supporting groups like the banned Tehreek-i-Taliban Pakistan. The reference, under the Legal Practitioners Act, seeks an inquiry and possible suspension. Mazari has not yet responded to these claims.
