HEC degree attestation delays Pakistan came under scrutiny after the National Assembly Standing Committee on Government Assurances called for urgent reforms to the existing system.
Lawmakers described the current attestation process as cumbersome and financially burdensome for students. The committee, chaired by MNA Nuzhat Sadiq, reviewed a prior assurance from the Minister for Education regarding improvements.
Members emphasized that the time between application submission and final attestation must be reduced. They urged authorities to simplify procedures and enhance transparency.
HEC Degree Attestation Delays Pakistan
In response, the Higher Education Commission (HEC) chairman informed the committee that a blockchain-based verification system is under development. The initiative aims to create a secure, transparent, and efficient attestation mechanism.
According to officials, the new digital system is expected to go live before June 30, 2026. In its initial phase, it will connect HEC with 25 universities and the Attestation Directorate of the Ministry of Foreign Affairs.

Authorities believe this integration will streamline degree verification and significantly reduce delays. It is also expected to improve coordination between institutions involved in attestation.
Furthermore, the committee requested a joint presentation by HEC and the Ministry of Foreign Affairs. The goal is to identify additional measures to enhance efficiency and public trust in the process.
The proposed digital transformation reflects broader efforts to modernize education governance in Pakistan.
