The Higher Education Commission (HEC) has finalised a comprehensive plan to modernise its degree attestation process by integrating blockchain technology.
The HEC’s initiative aims to enhance efficiency, transparency, and security while eliminating the requirement for applicants’ physical presence. Procurement for the system’s development is complete, with officials projecting a full rollout within the next six months.
The new system will operate on a dual-track model. It leverages a university’s existing digital infrastructure. For graduates from the 25 Higher Education Institutions (HEIs) that have fully implemented Enterprise Resource Planning (ERP) systems, degree information will be automatically integrated into the blockchain upon graduation. These students will not need to submit any documents for attestation. Instead, their verified credentials will be directly accessible via the HEC portal.

For students graduating from HEIs without integrated ERP systems, the process will involve online submission of degrees and transcripts through the HEC portal. The respective universities will then verify the documents digitally. After verification, they will be added to the immutable blockchain ledger.

Once verified and recorded on the blockchain, degrees become tamper-proof digital assets. This system will allow for instant and secure authentication by various entities, including government departments, the Ministry of Foreign Affairs, embassies, and private-sector organizations, both domestically and internationally.
