Canada provides a structured pathway for skilled foreign workers, including professionals from Pakistan, to obtain permanent residency. The primary channel is the Federal Skilled Worker Program (FSWP) managed through the Express Entry system.
Immigration, Refugees and Citizenship Canada (IRCC) selects candidates based on a comprehensive assessment of their human capital and ability to contribute to the Canadian economy.
Canada Immigration Official Program Eligibility Criteria
To qualify for the Federal Skilled Worker Program, you must meet four minimum requirements:
- Skilled Work Experience: At least one year of continuous, full-time experience in a National Occupational Classification (NOC) TEER 0, 1, 2, or 3 occupation.
- Language Proficiency: A minimum score of Canadian Language Benchmark (CLB) 7 in all four abilities (reading, writing, listening, speaking) in English or French. This requires an approved test (like IELTS or CELPIP).
- Education: A completed Canadian secondary or post-secondary credential OR an Educational Credential Assessment (ECA) report for foreign education.
- Selection Criteria Score: A minimum of 67 out of 100 points on the FSWP points grid (detailed below).
Meeting these conditions makes you eligible to create an Express Entry profile and enter the candidate pool.
The 67-Point Selection Grid: How Points Are Calculated
The Federal Skilled Worker points assessment evaluates six key factors. You must score at least 67 points to be eligible.
- Language Skills (Maximum 28 points)
Points are awarded for proficiency in English and/or French. Higher test scores (CLB 9 or above) earn the maximum points. - Education (Maximum 25 points)
Points increase with higher levels of education. A doctoral (PhD) level degree earns the maximum 25 points. - Skilled Work Experience (Maximum 15 points)
More years of skilled work experience result in higher points. Six or more years earns the full 15 points. - Age (Maximum 12 points)
A maximum of 12 points is awarded to applicants aged 18-35. Points decrease for applicants over 35. - Arranged Employment in Canada (Maximum 10 points)
You can earn 10 points if you have a valid job offer from a Canadian employer supported by a positive Labour Market Impact Assessment (LMIA), with specific exemptions. - Adaptability (Maximum 10 points)
Points are awarded for factors that help you settle in Canada, such as a spouse’s language level, previous study or work experience in Canada, or a close relative living in Canada as a citizen/permanent resident.
Proof of Funds: Financial Requirements for Settlement
Applicants must demonstrate they have sufficient, transferable funds to support themselves and their family members upon arrival in Canada. This proof is mandatory unless you are currently authorised to work in Canada and have a valid job offer.
The required amount is updated annually by IRCC and is based on family size. The figures below are based on the 2024 requirements (50% of the Low-Income Cut-Off).
| Number of Family Members | Funds Required (CAD) |
|---|---|
| 1 person | $14,690 |
| 2 persons | $18,288 |
| 3 persons | $22,483 |
| 4 persons | $27,297 |
| 5 persons | $30,690 |
| 6 persons | $34,576 |

How to Provide Proof: You must obtain official letters from your bank(s) or financial institutions confirming the amount of unencumbered, readily available funds. These letters must be current (issued within six months of application) and include account numbers, dates, the institution’s contact information, and current balances.
