The Punjab Housing and Town Planning Agency, overseen by the Housing, Urban Development, and Public Health Engineering Department, manages the initiative. Phase one targets 23 low-income housing projects in districts including Attock, Faisalabad, Sargodha, and Vehari. This phase aims to provide 1,892 free plots to eligible applicants, prioritising those without property ownership.
