Ukraine Faces Critical Decision as Trump Pushes Peace Plan with Russian

A diplomatic confrontation has emerged between the United States and Ukraine over a proposed peace plan that would require significant Ukrainian concessions to Russia. President Volodymyr Zelensky stated on Friday that Ukraine must ensure any agreement preserves its fundamental interests, while President Donald Trump suggested Kyiv should accept the proposal promptly.

The 28-point US plan, according to a draft seen by Reuters, calls for Ukraine to cede territory currently occupied by Russian forces, accept permanent limits on its military capacity, and formally renounce its ambition to join NATO. The proposal has created, European officials say, a critical moment for Ukraine’s future sovereignty.

President Trump confirmed he believes Ukraine should consider the plan seriously, telling Fox News Radio that at some point, Ukraine’s leader “is going to have to accept something he hasn’t accepted.” He noted the approaching winter and the need to end the bloodshed as factors urging a resolution.

In a national address, President Zelensky framed the situation as one that requires careful negotiation. “We value the efforts of the United States, President Trump, and his team aimed at ending this war,” he stated, while emphasising that any agreement “must be a plan that ensures a real and dignified peace.”

The proposed agreement would require Ukraine to withdraw from territory it still controls in eastern provinces that Russia has claimed to annex. In return, Russia would relinquish smaller amounts of land it holds in other regions. Ukraine’s armed forces would be limited to 600,000 troops under the proposal, and NATO would formally agree never to station forces in the country.

International reaction to the proposal has revealed diplomatic divisions. Russian President Vladimir Putin stated that the US plan could serve as a basis for resolving the conflict, while European leaders have expressed strong support for Ukraine’s negotiating position. EU foreign policy chief Kaja Kallas noted that while everyone wants the war to end, “how it ends matters.”

According to sources familiar with the discussions, the United States has indicated that rejecting the plan could affect future security assistance, though a senior US official denied that this constituted a direct threat. Ukraine is reportedly coordinating with Britain, France, and Germany on a counter-proposal as diplomatic efforts intensify ahead of the upcoming G20 summit.
