The United Arab Emirates (UAE) has enacted sweeping reforms to its residency and visa regulations for 2025. The changes, approved by the Federal Authority for Identity, Citizenship, Customs and Port Security, aim to solidify the country’s status as a premier global hub for living, working, and investment.
The reforms introduce several new visa types targeting specific sectors:
- Artificial Intelligence Specialists: Licensed AI companies can now sponsor single or multiple-entry visas for specialists in the field.
- Entertainment and Cultural Activities: A new category covers participants in conferences, exhibitions, festivals, and sporting events, subject to a host organisation’s invitation.
- Maritime Tourism: Cruise passengers and leisure boat travellers on approved routes can obtain visas sponsored by licensed maritime tourism operators.

The government has also amended several existing categories to enhance clarity and flexibility:
- Family and Friend Visits: Sponsors must now meet minimum income thresholds based on their relationship to the visitor.
- Foreign Truck Drivers: Entry is now subject to stricter conditions, including sponsorship by accredited logistics firms and financial guarantees.
- Business Exploration: Applicants must provide proof of sufficient funds and relevant professional experience.
- Humanitarian Cases: Clear provisions now allow one-year residencies for individuals from countries affected by war or natural disasters, often without a sponsor.
Additional measures assist foreign widows and divorcees of UAE nationals/residents, offering extendable residencies. Custodial mothers can also sponsor their children under the new rules.
Separately, the Ministry of Foreign Affairs has launched five new services for Golden Visa holders. These include emergency assistance, a dedicated global hotline, and support for repatriation and lost passports abroad.
