On August 8, 2025, U.S. President Donald Trump demanded a $1 billion fine from the University of California (UC) system, citing alleged antisemitism in UCLA’s handling of student protests related to Gaza in 2024.
The amount, which is five times the $200 million that Columbia University paid to settle similar claims, could “completely devastate” the UC system, according to UC President James Milliken. He stated, “As a public university, we are stewards of taxpayer resources, and a payment of this scale would inflict great harm on our students and Californians.”
Milliken, who oversees the ten campuses of the University of California (UC) system, including UCLA, confirmed that the demand was received on August 8 and is currently under review. The UC system, known for its top-ranked public universities, is facing additional pressure due to a $584 million freeze on medical and science grants at UCLA imposed by the Trump administration, according to Forbes. Additionally, media reports indicate a $172 million request for a claims fund intended to compensate Jewish students and others who have allegedly experienced discrimination.

California Governor Gavin Newsom, who is a member of the University of California (UC) board, announced his intention to sue, accusing former President Trump of “extortion” aimed at silencing academic freedom. During a press conference, Newsom stated, “We will not be complicit in this attack on this extraordinary institution.” He highlighted the contributions of the University of California, saying, “It’s one reason California leads in producing scientists, engineers, and Nobel laureates.” Newsom also criticised Columbia University’s concessions, such as their adoption of race-neutral admissions policies, and vowed to protect the independence of the University of California.
Context of 2024 Protests and Political Tensions
The 2024 pro-Palestinian protests at UCLA and other campuses saw police crackdowns and violence, prompting then-President Joe Biden to call for order. Trump’s Make America Great Again (MAGA) movement views academia as overly liberal, fueling his push against UC, similar to actions against Columbia and Harvard. The fine and grant freeze reflects a strategy to pressure universities into aligning with his administration’s policies.
