President Donald Trump urged Senate Republicans to pass his sweeping tax-cut and spending legislation swiftly, dubbed the “One Big Beautiful Bill Act,” before the July 4 holiday.
The bill, which extends Trump’s 2017 tax cuts, funds immigration enforcement, and boosts military spending, would raise the federal debt ceiling by $5 trillion, adding to the $36.2 trillion national debt. However, internal GOP disputes and Democratic opposition threaten its passage.
Senate Republicans are divided over the bill’s spending cuts. Moderates, like Senator Susan Collins of Maine, seek to preserve funding for social programs like Medicaid, while hardliners push for deeper cuts to curb the federal deficit. Senator Josh Hawley of Missouri criticised provisions that could reduce rural hospital funding, calling them “a drag.” Senator Thom Tillis of North Carolina noted that a proposed $100 billion rural hospital fund falls short of needs.
Frustrated by the delays, Trump took to social media to say, “To my friends in the Senate, lock yourselves in a room if you must, don’t go home, and GET THE DEAL DONE THIS WEEK.” After attending a Senate Republican lunch, Treasury Secretary Scott Bessent expressed confidence in meeting the July 4 deadline and predicted swift approval from the House.

The House-passed version of the bill could increase the federal deficit by $2.8 trillion, per the Congressional Budget Office, with independent analysts suggesting the Senate’s version may cost more. Senate Democratic leader Chuck Schumer criticised the plan, stating, “Republicans know their plan is a debt buster, but they don’t seem to care.” The bill’s $5 trillion debt ceiling hike is critical to avoid a potential default this summer, with Bessent warning, “We’re getting close to the warning track.”

To bypass the Senate’s 60-vote filibuster, Republicans use a procedure requiring approval from the nonpartisan Senate parliamentarian. However, the parliamentarian has blocked provisions cutting financial oversight, easing environmental reviews for offshore drilling, reducing food assistance, and eliminating green tax credits.
The rulings have raised concerns among hardline House GOP members, such as Representative Keith Self, who warned that removing conservative cuts might cause the bill to fail. Senate Majority Leader John Thune noted that overriding the parliamentarian is not an option, but he confirmed that revised provisions have received approval

With Senate passage targeted for this week, House Speaker Mike Johnson plans swift action if the bill clears. Thune remains optimistic, citing the bill’s alignment with GOP priorities. However, solid Democratic opposition and House hardliner resistance could delay passage until August.
