This site, often called ICE Maps, aims to alert undocumented immigrants about ICE operations nearby and help them avoid deportation.
The website features an interactive, live map displaying current ICE sightings across the U.S., enabling users to stay updated and take preventive actions. In a detailed tutorial video, Celeste shows how to use the map to view local ICE activities, access details from sighting pins, and anonymously contribute personal sightings.

The platform supports community involvement by allowing users to upload photos, videos, and comments to confirm the accuracy of reports, thus creating a real-time, community-driven resource.
People Over Papers was developed amid increasing ICE actions targeting undocumented immigrants, especially following the onset of President Donald Trump’s second term. His administration has escalated efforts to deport millions, eliminate temporary protections, and strengthen immigration enforcement at both federal and state levels. Reports from states like Massachusetts and Idaho have noted active roundups by ICE agents.

While People Over Papers has captured public attention, similar initiatives have been announced. For example, ActBlue, a left-leaning fundraising platform, plans to launch a “Resist Map” that will notify immigrants of ICE raids and identify safe spaces for those at risk of deportation. The connection between Resist Map and ICE Maps, however, remains unclear.
Celeste is known for her pronounced left-wing ideology and describes herself on Instagram as “Deeply bizarre and anti-man,” underscoring her fervent political activism and commitment to immigrant rights.
